Problem: Locusts are told not to harm grass already destroyed

The Book of Revelation is infamous for its difficult-to-understand end-time prophecies. This is Revelation 8:7:

The first angel blew his trumpet, and there followed hail and fire, mixed with blood, and these were thrown upon the earth. And a third of the earth was burned up, and a third of the trees were burned up, and all green grass was burned up. (ESV)

And this is Revelation 9:4:

Then from the smoke came locusts on the earth, and they were given power like the power of scorpions of the earth. They were told not to harm the grass of the earth or any green plant or any tree, but only those people who do not have the seal of God on their foreheads. (ESV)

It seems like these locusts are being told not to harm grass that has already been destroyed. But conservative Bible scholar Keith Krell writes:

Two legitimate explanations have been suggested. First, the grass may grow again since some time elapses between these two references. Second, it may only be the grass that is green that perishes now and what is now dormant and brown will be green when the events of 9:4 transpire.

I think the first explanation has some plausibility.
