This is Daniel 6:25:
It is implausible that any such message was delivered to all the nations on the planet. However, the passage doesn't exactly say that the message was delivered to everyone. It could be that it was merely addressed to everyone, in the obnoxious way that kings of that era thought they controlled the entire world when they actually held about 5% of its territory.
I'm not sure whether this is the natural reading of the passage.
